With Oracle Portal, you can use navigation bars in both content areas and pages. If you are creating a navigation bar that you later plan to add to a page, be sure to select the Publish As Portlet check box on the Main tab in the Navigation Bar Manager. Then you can add your navigation bar to a page directly, by completing the steps below. (If you have the proper privileges, you may want to edit the navigation bar and make sure this check box is selected.) The steps to add a navigation bar to a page vary slightly depending on whether you want the navigation bar to be visible to all users of the page, or just yourself. If a navigation bar has not been published as a portlet, or if you're not sure, you can still add it to your page by adding the generic Navigation Bar portlet to the page, then selecting the appropriate navigation bar.
